Az Európai Szociális Fórum Tagjainak

 

    Szerettem volna személyesen előadni Párizsban, 2010. október 22-én azt, amit alább írásban ajánlok a figyelmetekbe. Azért nem tudom személyesen megtenni, mert – a jelek szerint – megoldhatatlan probléma elé állítottam a párizsi tanácskozás szervezőit azzal, hogy előre fizetett jegyet kértem tőlük, mert nem tudtam megelőlegezni a megvételéhez szükséges összeget. De nem kaptam jegyet, ezért nem tudok részt venni a gyűlésen.

 

   Véleményem írásos előterjesztése előtt szeretnék emlékeztetni, hogy Porto Alegrében 2002-ben személyesen támogattam az Európai Szociális Fórum megalakítására irányuló kezdeményezést, és segítettem abban, hogy lábat vessen Közép- és Kelet-Európában. Most, az ESZF nyolc éves tapasztalatának birtokában szeretném megosztani veletek néhány következtetésünket, melyekre a Magyar Szociális Fórum-Szociális Kerekasztal keretében jutottunk:

 

1. Az Európai Szociális Fórum haldoklik, mert képtelen megfelelő válaszokat adni a konkrét társadalmi szükségletekre. Kezdetben nagy volt, mert tevékenysége találkozott az emberek nagy többségének elvárásaival, és felkarolta a béke iránti alapvető érdekeiket, mára viszont propaganda- és steril belső viták fórumává sínylett, és semmiféle hatást sem gyakorol az európai népek életére. Véleményünk szerint ennek fő okai a következőkben keresendőek:

-          Az ESZF-ben felülkerekedett a balos élcsapat-szellemiség és a szektásság. Ez megakadályozza a korrekt kapcsolatokat és az együttműködéshez szükséges kölcsönös megértést azokkal a demokratikus erőkkel, amelyek szintén érdekeltek a társadalmi átalakulásban, a Porto Alegre-i Charta szellemében, s széles tömegeket képviselnek. Az ESZF-ben uralkodó magatartás akadályozza a Szociális Világfórum céljainak megvalósítását, és a hozzá szükséges társadalmi szövetségek kialakítását;

-          Az ESZF-ben elsőbbséget élvez a belső „hatalmi” harc, a szervezet ellenőrzéséért folytatott viaskodás, ahelyett, hogy az emberek és népek szociális érdekeiért lépnénk fel közösen;

-          Az ESZF nem tükrözi az európai társadalmi valóságot, hanem ennek a valóságnak csak egy töredékét képezi. Ez a töredék a teljes valóság megtestesítőjének színeiben tetszeleg, anélkül, hogy képes volna a teljes valóság megtestesítésére;

-          Az ESZF-ben nem tartanak tiszteletben alapvető demokratikus normákat. Korrekt javaslatok és kezdeményezések kimaradnak a Közgyűlések jegyzőkönyveiből, és törlik őket. Tiszteletlenül és megalázóan viselkednek olyan társadalmi szervezetek képviselőivel szemben, akik szembe helyezkednek az ideológiai és politikai nyomásgyakorlással, a vélemények ráerőszakolásával másokra, helyette a széles demokratikus összefogás hívei, Porto Alegre eredeti szellemiségének megfelelően. Rágalmazások és megbélyegzések szenvedő alanyai voltunk: fasisztáknak és reakciósoknak tituláltak minket azért, mert széles demokratikus szövetséget keresünk. (Az ESZF hallgatott a tűrhetetlen támadások láttán, s az „egyenlő távolságtartás” politikáját választotta, bátorítva ezzel a számunkra elfogadhatatlan stílust.) Durva politikai beavatkozásoknak is tanúi lehettünk magyar belső ügyeinkbe: vannak az ESZF-ben, akik jogot formálnak arra, hogy kívülről megmondják nekünk, mit kell tennünk saját országunkban! Hazai szociális mozgalmainkat mesterségesen megosztják, és szembe állítják egymással külföldi finanszírozással, melyet politikai és ideológiai alapon, valamint szervezeti hovatartozás szerint juttatnak. Más esetekben nem részesítik anyagi támogatásban azokat, akik bíráló hangot ütnek meg az ESZF orientációját illetően. Nem tartanak igényt a jelenlétükre, mert véleményük ellenkezik a „hivatalos vonallal”, vagy egyszerűen zavarja az „ideológiai bizonyosságokat”, melyeket a Világfórum céljainál is előbbre valónak tartanak. Odáig jutottunk, hogy egy világosan körülhatárolható politikai csoport olyan antidemokratikus módszereket akar az ESZF-re kényszeríteni a társadalmi és politikai harc megvívására, mint amilyent az olasz CISL katolikus szakszervezeti szövetséggel szemben tapasztalhattunk. Dolgozókat uszítanak dolgozókra, megosztják a demokratikus erőket, és ezzel akadályozzák a társadalmi átalakítást, mely mellett elköteleztük magunkat.

2. Véleményünk szerint új eszközre van szükség az emberibb és igazságosabb társadalomért vívott küzdelemben, demokratikusabb és hatékonyabb eszközre.

-          Ennek az új eszköznek közvetlenül a társadalmi szükségletekre kell összpontosítania;

-          Demokratikusan hatékonynak kell lennie, saját soraiban kell meghonosítania a részvételi demokráciát, s ezzel olyan új perspektívát föltárni, melyet az emberek és a népek elfogadnak;

Nekünk úgy tűnik, hogy ha az ESZF el akarja kerülni dicstelen sorsát, tiszteletben kell tartania olyan alapvető normákat, mint amilyen a másik véleményének tisztelete, a nyitottság és a demokratikus készség az együttműködésre olyanokkal, akik nem hajlandók elfogadni semmiféle ideológiai és politikai álláspont másokra kényszerítését. Úgy gondoljuk, egyetlen esélyünk maradt az együttműködés folytatására: a körülhatárolt és konkrét kérdésekben való összefogás, az ideológiai radikalizmusok globalizálása helyett.  Az új úton teendő lépéseink módszeréül javasoljuk a párbeszédet, a tapasztalatcserét, a nyitottságot és készséget mások problémáinak és más realitásoknak a megértésére. Leegyszerűsítések, uniformizálás és receptek helyett javasoljuk tudomásul venni, hogy világ összetett, és az ebből fakadó megoldások sokfélék és sokrétűek lehetnek. Szerénység szükséges azokkal a realitásokkal szemben, amelyeket nem ismerünk. Szolgáló hozzáállást javaslunk, képességet és készséget arra, hogy elfogadjuk egymás különbözőségét, és ne hagyjuk, hogy egyesek megpróbálják világnézeti kényszerzubbonyba gyömöszölni a rendkívül szerteágazó valóságot.

3. Az ESZF nyolc éves fennállása alatt a Magyar Szociális Fórum nagyon fontos sikereket ért el: az Irakba küldött magyar csapatok visszavonását, a szolidaritás alapú társadalombiztosítási rendszer megőrzését, a korrupt, antiszociális politikát folytató szocialista-liberális kormánykoalíció leváltását a hatalomból, a kilakoltatások megtiltását, az eladósodott emberek terheinek mérséklését. Most a lakhatási jog alkotmányba iktatását céloztuk meg, és mozgósítunk a NATO azon terve ellen, hogy Magyarország harcoló katonákat küldjön Afganisztánba. Valamennyi eredményünket más demokratikus erőkkel összefogva értük el. Mi voltunk az összefogás és a mozgósítás szervezői és élesztői, de igazi főszereplője a nép volt. Mi sohasem akartuk a népet magunkkal pótolni. Segíteni akarunk abban, hogy az emberek megértsék, sorsuk saját kezükben van. Az ESZF-étől radikálisan különböző társadalom-etikai megközelítést vallunk a magunkénak a szociális gondok megoldására és enyhítésére. Ez a demokratikus megközelítés gyümölcsöket hozott, és hasznosnak bizonyult a dolgozóknak. Munkánk azt mutatja, hogy kapitalista körülmények között is lehet cselekedni a dolgozó társadalom javára, ahelyett, hogy „világforradalmakról” ábrándoznánk. Mód van arra, hogy konkrét lépésekkel segítsük elő a neoliberális valóság meghaladását a Szociális Világfórum Chartájának megfelelően.
4. Nekünk úgy tűnik, hogy ha az ESZF nem válik képessé a demokratikus megújhodásra, el fogja veszíteni mindazoknak az európaiaknak az érdeklődését, akik társadalmi szükségleteik kielégítéséért hasznos eszközt keresnek.
5. Mi készen állunk arra, hogy tapasztalatainkkal segítsünk egy ilyen megújhodásban, ugyanakkor elutasítjuk, hogy azon a politikai, ideológiai úton és módon folytassuk, amelyet egyesek megpróbálnak ránk és az ESZF-re erőltetni, megakadályozva a társadalmi viszonyaink átalakításához szükséges erőösszefogás kiszélesítését.

Dear Members of the ESF,

 

     I prefered to tell You personally in Paris what I have written here below, but my ask for a prepaid ticket, beeing short of money to advance, seems having put the Organizers of the Assembly face to an unsolvable problem. For this reason I cannot take part at the meeting.

 

     By presenting my considerations I would like to remember You that in Porto Alegre 2002 I have personally supported the inititiave to create the European Social Forum and helped its presence in Central and Eastern Europe. Now, in possession of an eight year experience of the ESF I would like to share with You some conclusions we have arrived to in the frame of the Hungarian Social Forum – Social Roundtable:

 

1. The European Social Forum is dying, because unable to give adequate answers to concrete social needs. From great it was when it met the expectations of a great majority of our peoples expressing their fundamental interest for Peace, it  became a forum of propaganda and of sterile internal discussions, without any impact on the life of the european societies. At our opinion the main causes conducing to this situation are:

- The Leftist avanguardism and sectarism prevailing in the ESF process. It is impeding to establish correct links of mutual understanding and co-operation with other democratic social forces, also interested in the transformation of our societies in the sense of the Charter of Porto Alegre, and representing large masses. The dominant political behaviour in the ESF impede the implementation of WSF goals, as well as the necessary social alliances to achieve them;

-  The fight for the „power”, for the control of the ESF has taken priority on the common fight for peoples’ social interests;

- The ESF is not the expression of the european social reality, but only the expression of an extremely reduced part of that reality. This extreme reduced part of the european social reality pretends considering itself the expression of the whole reality, without having the capacity to be the expression of the whole;

 -  There is a lack of respect of elementary rules of democracy in the ESF. Correct proposals and initiatives are excluded or deleted from the written minutes of the EPA. Representatives of different social organisations are treated slightingly and disrespectfully because opposed to the ideological and political pressures and impositions, and partisans of the large democratic joining of forces in the original spirit of Porto Alegre. We had suffered injuries and stigmatisazions  („fascists, reactionaries”), because our policy of large democratic alliances. (ESF remainded silent face of these intolerable attacks, or has taken an „equidistance” attitude, and it has encouraged by this an unacceptable political style for us.) We have also experienced rough political interferences onto our internal affairs in Hungary: there are people in the ESF who have pretended to tell us from abroad what we have to do in our country! Divisions and contrapositions inside of our national social movements are artificially created by the way of foreign financiations based on political and ideological considerations and affiliation preferences. In other cases the financial help is not offered to those who represent the critical voice of the ESF orientation, and their presence is not required because considered as in opposition with the „official line” or simply disturbing some „ideological certitudes” considered more important than WSF goals.

     We have arrived to the point, in which a clearly definible political group in the ESF pretends now to impose anti-democratic methods of social and political fight, like as that used against the italian CISL catholic TU, pushing the workers against each to others, deviding the democratic forces, and impeding the social transformation we have decided to commit ourselves with. 

 

       2.  At our opinion new different tool, a more democratic and more efficient tool is needed in the fight for a more human and more just Society.

-          This tool must be directly oriented to the satisfaction of the social demands;

-          It must be democratically efficent, by the way of the building up of the participatory democracy system in its own ranks, and by this, open a new way to the future accepted by the peoples.

     It seems to us, that if ESF wants to avoid an unglorious end, it has to respect elementary norms of behaviour: like as the respect for other opinions, the openness and democratic disponibility of co-operation with people not accepting any ideological and political impositions. We think that the only chance to follow forward together is offering by the co-operation on very defined and concrete points, instead of the general globalisation of ideological radicalisms. The method we propose to begin on this new way has the following names: dialogue, exchange of experiences, openness and readness to understand other problems and realities, acceptance of the complexity of the World and the diversity of the solutions, instead of uniformisations and stereotyps. Modesty in relation of realities we do not know. No refusal a priori of methods and solutions conform with other concrete situations. Spirit of service, capacity and disponibility to accept our diversity instead of trying to cram the extraordinary plural reality in an ideological waistcoat.    

 

3. During these 8 years life of the ESF the Hungarian Social Forum has achieved very important results: the withdrawal of the hungarian troops from Iraq, the defense of the Solidarity based health assurance system, the dismissal of the corrupt anti-social socialist-liberal coalition, the banning by law of the evictions, the reduction of the charges of the indebted people, the plan to incorporate into the hungarian constitution the Housing Right, actually the mobilisation against the NATO plan to send hungarian combat troops to Afghanistan. All these results have been achieved jointly with other democratic forces. We were the organizers, the animators of the mobilisation, but the real actor was the people which we never pretended to replace. We are helping our people to understand that his destiny is in his hands. We have followed a radically different from ESF social and ethical approach to resolve or to moderate the social problems, and this democratic approach has produced fruits and resulted useful for working people. Our activity is showing that it is possible to work to the benefit of the working society also in capitalistic circumstances, instead of dreaming with „Worldwide Revolutions”, helping by concrete steps the overcoming of the neoliberal reality declared in the WSF Charter.

4. It seems to us, that if ESF would  not be able to a democratic renewal will loose all interest for those europeans who are seeking for more useful tools to satisfy their big social needs.
5. We are ready to help with our experiences such a renewal, we refuse to continue by the way of policies, methods, ideologies some people try to impose to us and to the ESF impeding the expansion for the necessary transformation of the existing social relationships.

Chers Amis du FSE,

 

                         

     J’ aurais voulu Vous dire personnellement ce que je viens d’ ecrire ci-dessous, mais ma demande pour un ticket prépayé – n’ ayant pas la somme á avancer – semble avoir mis les Organisateurs de l’ Assemblée face á un probleme insurmontable. Á cause de cette raison je ne peux participer á la réunion.

     Je présente mes considérations en Vous souvenant qu’ á Porto Alegre 2002 j’ avais personnellement soutenu l’ initiative de créer le Forum Social Européen et j’ ai promu sa présence en Europe Centrale et Orientale. Maintenant, avec huit ans d’ expérience du FSE je voudrais compartir avec Vous qouelques conclusions auxquelles nous sommes arrivées dans le cadre du Forum Social Hongrois-Table Ronde Sociale.

 

1. Le Forum Social Européen est en train de mourir car incapable de donner réponses adéquates aux besoins sociaux concrets. Grand qu’ il était quand il avait embrassé les attentes de la majorité de nos peuples, en exprimant son interet fondamental pour la Paix, il est devenu un forum de propagande et de stériles discussions internes sans aucun impact sur la vie des societés européennes. Á notre opinion les causes principales conduisant á telle situation son les suivantes:

 

-          L’ avangardisme gauchiste et le sectarisme prenant le dessous dans le processus du FSE empechent d’ établir des contacts corrects de compréhension réciproque et de coopération avec d’ autres forces sociales démocratiques, interessées elles aussi á transformer nos sociétés au sens indiqué par la Charte de Porto Alegre, et représentant de larges masses. L’ attitude dominante dans le FSE empeche la réalisation des buts du Forum Social Mondial ainsi que les alliances sociales necessaires á les atteindre;

-          La lutte pour le „pouvoir” et le controle du FSE á prévalue sur la lutte commune dans les interets sociaux des peuples;

-          Le FSE n’ est pas l’ expression de la réalité sociale européenne, mais seulement l’ expression d’ une partie extremememnt réduite de telle réalité. Cette partie extremement restrainte de la réalité sociale européeenne prétend de se considerer l’ expression de tout l’ ensemble sans avoir la capacité d’ exprimer le tout;

-          Le FSE se caracterise par un manque de respect de normes elémentaires de la démocratie. Des propositions et initiatives correctes sont ignorées, exclues ou cancelées des actes écrites de l’ Assemblée Européenne. Des représentants de differentes organisation sociales sont traités de maniere humiliante et sans respect parceque opposés aux pressions et aux impositions idéologiques et politiques, et partisans de la large alliance des forces démocratiques dans l’ esprit authentique de Porto Alegre. Nous avons souffert calomnies et stigmatisations („fascists, réactionnaires”) á cause de notre politique de large alliance démocratique. (Le FSE est resté en silence face á telles attaques intolérables, ou il a adopté une position d’ équidistance ayant par ceci encouragé un style politique inacceptable pour nous.)

-          Nous avons aussi subi des rudes interférances politiques  dans nos affaires interieures en Hongrie: quelques uns du FSE ont prétendu de nous dire ce que nous devions faire dans notre propre pays! Des divisions et contrapositions artificielles ont été créées au sein de notre mouvement social national par le biais de financiations étrangeres sur base de considérations politiques et idéologiques et de préférences d’ affiliation partidaires. Dans d’ autres cas l’ aide financiere ne s’ offre á ceux qui représentent la voix critique de l’ orientation du FSE, leur présence n’ est pas requise car considérés en opposition avec la „ligne officielle” ou tout simplement incommodant du point de vue des „certitudes idéologiques” considerées plus importantes que les buts du Forum Social Mondial.

Nous sommes arrivés jusque’ au point oú un groupe politique clairement définiable prétend manitenant d’ imposer des méthodes antidémocratiques de lutte sociale et politique, comme celle employée contre la Confédération syndicale catholique italienne CISL, poussant des ouvriers contre d’ autres ouvriers, divisant les forces démocratiques et empéchant la transformation sociale pour laquelle nous nous sommes engagés.

2. D’ aprés nous il y a besoin d’ un nouveau instrument divers, plus démocratique et plus efficace dans la lutte pour une société plus humaine et plus juste.

 

-          Ce moyen doit s’ orienter directement á la satisfaction des exigences sociales;

-          Il doit etre démocratiquement efficace, édifié sur le systeme de la démocratie participative dans nos propres rangs, et par cela il doit ouvrir une nouvelle voie au futur, accepté par les peuples.

 

     Il nous semble qu’ au cas oú le FSE voulait éviter une fin sans gloire, il doit respecter des normes élementaires de conduite: comme par exemple le respect d’ autres opinions, ouverture et disponibilité démocratique á la coopération avec les gens qui n’ accepte aucune imposition idéologique et politique. Nous pensons que la seule chance de poursuivre ensemble s’ ouvre dans la coopération sur des points concrets  bien définis, et non sur la globalisation des radicalismes. La méthode que nous proposons d’ entreprendre sur cette nouvelle route a les noms suivants: dialogue, échange d’ expériences, ouverture d’ esprit et disponibilité á comprendre d’ autres problemes et réalités, acceptation de la compléxité du monde et de la diversité des solutions, au lieu de l’ uniformisation et des stéréotypes. Attitude de modestie en relation des réalités que nous ne connaissons pas. Le non refus a priori de méthodes et de solutions conformes avec d’ autres situations concretes. Esprit de service, capacité et disponibilité d’ accepter notre diversité au lieu d’ essayer de passer la camisole idéologique á une réalité extraordinairement diversifiée.

 

3. Pendant les 8 ans de vie du FSE le Forum Social Hongrois a atteint des résultats tres importants: le retrait des troupes hongroises de l’ Irak, la défense du system d’ assurances de maladies fondé sur la solidarité sociale, la démission de la coalition socialiste-libéral caractérisé par la corruption et sa politique antisociale, l’ interdiction par loi des expulsions des gens de leurs maisons, la réduction des charges des gens endettés, notre plan d’ inserer dans la constituion hongroise le droit au logis, notre mobilisation actuelle contre le plan de l’ OTAN d’ envoyer des troupes de combat hongroises en Afganistan. Tous ces résultats ont été atteints en commun avec d’ autres forces démocratiques. Nous étions les organisateurs, les animateurs des mobilisations, mais le vrai acteur était le peuple que nous n’ avons jamais prétendu de remplacer. Nous aidons notre peuple á comprendre que son destin se trouve en ses mains. Nous avons suivi une approche radicalement différente de celle caractérisant le FSE pour résoudre ou attenuer les problemes sociaux, cette approche démocratique a produit des fruits et elle a résulté utile aux travailleurs. Notre activité montre qu’ aussi il est possible d’ opérer dans des circonstances capitalistiques pour le bien de la société du travail, au lieu de réver de „révolutions mondiales”. L’ on peut préparer et aider par des pas concrets le dépassement de la réalité néolibérale, déclaré en la Charte du FSM.

 

4. Il nous semble que si le FSE ne résultait pas capable au renouveau démocratique, il perdra tout interet aux européens cherchant des instruments de lutte plus utiles á satisfaire leurs gros besoins sociaux.

 

 

5. Nous sommes prets á aider avec nos expériences un tel renouveau, nous refusons de continuer sur la voie de politiques, méthodes, idéologies que certains essayent de nous imposer et d’ imposer au FSE, empéchant l’ expansion nécessaire á la transformation des rapports sociaux existants.
